Not sure what they were doing, but maybe they were testing equipment or training. Or checking to see if there were any buildings in town taller than the ladder (I can't think of any). Looked like fun, anyway. Think they'd have let me take the camera up? Too bad I was on my way to work, so I didn't have time to ask.
